Planning for First Phase Implementation of IT Transition and Transformation for the Future Ministry of Environment and Natural Resources Project

In line with government reform policy, this project aims to plan ahead related IT transition and transformation for the Future Ministry of Environment and Natural Resources (MENR) based on centralized shared services framework. Major planning works involve data center consolidation, shared email services, portal for MENR Preparatory Office, IT workforce enhancement as well as IT migration SOP. Project deliverables include 8 planning reports. Summary of each report is provided below: 1. IT Base Line Study of MENR Consolidated Agencies Report: New survey questionaires based on prior reports and surveys on MENR IT Reform planning were developed and interviews were conducted to gather baseline data, which were analyzed and feebacked to planning processes. 2. IT Gap Analysis and Consolidation Alternatives Report: IT gap analysis was conducted based on IT Base Line Study to develop consolidation alternatives for infrastructure, email services and websites. 3. IT Transition and Migration SOP for MENR Consolidation Report: This report provided IT transition and migration principles, plans, organization design and procedure, should MENR Preparatory Office is established. 4. Data Center Consolidation and Management Guidelines Planning Report: Based on consolidation strategies, future MENR data center site, consolidation SOW and schedules, network and backbone rationalization, security mechanism, management guidelines and operation outsourcing requirements were developed. 5. Shared e-Mail Services for MENR Report: Based on IT base line study and gap analysis for MENR consolidated agencies, shared email services architecture, security framework as well as service management procedures for the future MENR were analysed and recommended. 6. Website Consolidation and Portal for MENR Preparatory Office Planning Report: This report developed website consolidation evaluation criteria, consolidation alternatives, schedules as well as SOW. Content management mechanism, data interchange standard as well as search functions for MENR Preparatory Office portal were also be featured. 7. MENR IT Profession Competency Advancement Planning Report: This report developed IT competency framework for MENR, tailored professional development plans and training mechanisms. Feasible advancement programs were recommended. 8. 2009 IT Transition and Transformation Project Request for Proposal Planning Report: Aligning with Data Center Consolidation Planning Report, this report developed two major requests for proposal (RFP), namely, IT Transition and Transformation PMO RFP and Data Center Consolidation RFP.
